As a place for domestic and foreign industry mechanism transfer and an expansion area of modern city, the planning of Dalian Bay Industrial Park has distinct characteristics. The 53 km2 park area is planned into an industrial park and a new city area with Anzihe River as the boundary according to the landforms formed by mountains and water systems.The planned area of the industrial park is 23.7 km2, the focus is machinery and equipment manufacturing, automotive parts and shipbuilding supporting industries.

The planned area of the new city area is 29.3 km2, 3 major zones, Administrative Center Zone, Residential Zone and Coastal Recreation and Sightseeing Zone are established. The Administration Center Zone including the offices of various departments, the business offices, and the comprehensive business zone, etc. In order to create the internationalized residential service environment, it’s planned to build a five-star hotel with magnificent massing and well-equipped functions, the business and recreational sections are clearly demarcated, with an orderly layout of production and residential. Therefore, the transition from single industry project construction to equal concentration on industrial and urban functions has been realized, the industrialization is linked with urbanization, the industrial park is accelerated together with new city area, and a new pattern has been gradually established by industry supporting, urban area acceleration, mutual promotion and harmonious development.

The natural landscapes as mountains, rivers, bay, and green belts of industrial park intermingle with the human landscapes as five-star hotel, sports park, setting sun sea view park, etc, which depicts the fashion and romance of the new coastal city.

?Dalian Bay Industrial Park is well-equipped with infrastructures and amenities, with a favorable investment and residential environment. The industrial park shares a water purification plant with the main urban area, with the daily water supply capacity of 100,000 T, and its technological process follows the ISO9001 quality management system. The water quality is higher than the national standard. The water purification plant is connected to the pipeline system of the industrial park by 3 pipelines. The industrial park is equipped with “neutral water” pipelines, which offer low cost non-drinking water for enterprises.

Urban standard is employed for the drainage system of the industrial park, the ground storm water is collected and discharged by the underground pipeline network. The head of sewage water pipeline is connected to the enterprises and the end of sewage water pipeline is connected to the waste water treatment plant. The storm water and waste water is drained in separate pipeline system.

It’s planned to build a 220KV transformer substation in the industrial park with the capacity of 54KVA. 6 66KV transformer substations are planned to be built, the capacity of each is 150,000KVA, with division and dual-loop power supply system.

Central gas and heating system is employed in the industrial park. Currently, there is a thermal plant with gas source of 300T/H, the gas and heating are supplied to enterprises through pipelines, and the heating scale could be continuously enlarged in accordance with the demands from enterprises, so as to guarantee the heating demands of the park. Considering the future development prospect, a new power and heating grid with total generation capacity of 600 MW and the investment of RMB 4 billion yuan is under planning and construction, in order to guarantee sufficient energy supply.

The SPC telephone service and postal service in the industrial park are accessible to all over the world, the mobile telecommunications, ADSL and cable TV systems have covered the whole park.The site of the industrial park is the backfilled land of the previous state-owned waste salt fields according to the elevation specified by the planning, all the land is state-owned, it’s free from the national land quota, and the enterprises settled could handle and obtain the “State-Owned Land Use Certificate” in half month.

The industrial park is established with vocational education and training center to cultivate professional technical staffs for the enterprises settled, and to provide many modern industry workers with skills. The staff quarters are planned to be built in the industrial park, to provide socialized accommodation service, and to have each constructor of the industrial park living and working in peace and contentment.

One-level management is implemented in the industrial park, that is the Management Committee directly manages the enterprises. Relevant standards of ISO9001 International Quality Certification System have been introduced in management service, so as to establish a fast, efficient and considerate governmental service environment connected to international standards.
